Digital Communication Strategies in Pandemic Period:
The Case of Republic of Turkey Ministry of Health

Project Summary
The new coronavirus, known as COVID-19, has spread rapidly since it was first seen in China's Wuhan Province in the last days of December, gaining a global dimension and has been defined as a pandemic by the World Health Organization. The number of cases continues to increase every day in our country. In this process, citizens are informed by making statements on the subject through many different media platforms. The aim of this project is to support T.R. during the COVID-19 pandemic. To reveal the digital communication strategies of the Ministry of Health. In this way, it is to reveal the positive and negative aspects of crisis management and communication strategies carried out in extraordinary situations such as the COVID-19 pandemic, which directly affects societies on a global scale. The aim of this research is to make these communication strategies visible and to create a resource for crisis intervention action plans and other studies in periods of large-scale crises that may occur in the future.

After working for UNICEF Turkey Country Office for three years, Emel Özdora Akşak started teaching full-time in the Department of Communication and Design at Bilkent University in September 2012. She received her Ph.D. in Mass Communication from Florida University in 2009. Her research interests include public relations, organizational communication, and corporate social responsibility. Her articles have been published in journals such as Turkish Studies, Business Ethics: A European Review, Public Relations Review, İstanbul Üniversitesi İletişim Dergisi, etc. She is currently working on a research grant from the Arthur Page Center for Ethics in Public Communications focusing on Syrian refugees in Turkey. . Dr. Emel Özdora Akşak, whose articles have been published in academic journals includingsuch as American Behavioral Scientist, Turkish Studies and Public Relations Review, works on public relations, corporate communication, advertising, reputation management and cultural communication. Dr. Özdora Akşak has worked on various research projects and is currently a researcher on an international refugee communication study funded by the Arthur Page Center for Ethics in Communication at Penn State University. She received her PhD in Mass Communication from the University of Florida in 2009. During her PhD, she worked in public relations in the US and after her PhD, she worked as a communication specialist at UNICEF Turkey Office for three years. Since 2012, Dr. Özdora Akşak has been working at Bilkent University, teaching applied communication courses such as Introduction to Advertising, Public Relations and Communication Campaigns, International Public Relations and Introduction to Communication Studies.
He was graduated from Bilkent University Department of Communication and Design in 2006. He received his master's degree from Anhalt University (Germany), Department of Design with his thesis titled "Optic Illusion and itsit's Uuse for Ddesign" and his PhD degree from Ankara University, Institute of Social Sciences, Department of Radio Television Cinema with his thesis titled "New Media Structuring of Television Broadcasting in Turkey". During his design studies, he worked in Computer Aided Graphic Animation (CGI) and Visual Effects in different advertising agencies and research centers affiliated to universities. The animated films he designed were exhibited in different cities including Ankara, Istanbul and Berlin. He started working at Ankara University, Faculty of Communication, Department of Radio and Television in 2011. Since then, he has taken part in the establishment of the Ankara University Faculty of Communication Film Workshop (İLEF FA) and carried out many projects under the roof of the workshop. In 2017, he founded and coordinated the NETlab New Media Research Laboratory. He is fluent in French and English. His research interests include new media, distance education technologies, Web TV, television 2.0 ecosystem, information technologies, virtual museums, digital gaming and eSports.
Nilüfer Pınar Kılıç graduated from Gazi University, Department of Business Administration in 2007. Then, she worked in a public institution for 5 years. In 2012, when she started working at the Public Relations and Publicity Department of the Faculty of Communication in Ankara University, she completed her master’s degree at which she analyzed the public relations practices of non-governmental organizations. She completed his doctoral degree in 2018 by writing her thesis named “Facebook Usage Practices of Elderly People with Kemalist Orientation in the Context of Populism Discussions”. She is still an academic staff at Ankara University, Faculty of Communication.
He graduated from Ankara University, Department of Radio, Television and Cinema in 2018. In 2020, she started her postgraduate education at Ankara University Turkish Revolution History Institute in the Department of Atatürk's Principles and Revolutions. During her undergraduate education, she lived in the United States for various periods of time to improve her foreign language. Before and after graduation, he worked as a Photographer, Content Producer, Editor and Videographer in various advertising agencies. He is actively working as a Social Media Specialist, Content Producer and Videographer for an amateur football club. In 2020, he started working as a project assistant at NETlab New Media Research Laboratory. She speaks fluent English and intermediate Spanish. He continues his studies in the fields of new media, augmented reality and Web TV.
